MCCONNELL AIR FORCE BASE, Kan. --  Maj. Gen. Ricky N. Rupp, Air Force District of Washington commander, departs the 13th KC-46A Pegasus delivered Oct. 11, 2019, at McConnell Air Force Base, Kan.
