931st Airman named AFRC Outstanding NCO of the Year

An Airman from the 931st Air Refueling Group, McConnell Air Force Base, Kan., has been named the Air Force Reserve Command Outstanding Airman of the Year in the non-commissioned officer category.

Tech. Sgt. Megan Legacy, Readiness and Emergency Management Superintendent of the 931st Civil Engineer Squadron, 931st Air Refueling Group, was announced as the AFRC winner during an awards banquet in San Antonio, April 10. Legacy has served in the Air Force Reserve for more than 10 years and has been a member of the 931st Air Refueling Group at McConnell Air Force base since 2002.

According to the Air Force Association website, the 12 Outstanding Airmen of the Year Award recognizes 12 outstanding enlisted personnel for superior leadership, job performance, community involvement, and personal achievements.

Over the last year, Legacy was hand-selected to instruct cadets at the Air Force Academy, Colorado Springs, Colo., in Chemical, Biological, Radiological and Nuclear defense as part of Operation Global Engagement. Additionally, she was named a superior performer during both an Operational Readiness Exercise and Operational Readiness Inspection at McConnell.

Legacy serves as a traditional reservist, balancing her military service and her civilian commitments. While completing her bachelor's degree in Elementary Education this year, she accumulated more than 780 hours of student teaching. She is involved in her local community and is active in Red Cross and Girl Scout organizations.

Lt. Col. Erin Manning, commander of the 931st Civil Engineer Squadron, said Legacy's contributions to the unit and community cannot be overstated.

"She always stands out. She is a fabulous facilitator in working with our active-duty counterparts as well as the Air National Guard," said Manning. "She is always getting the job done, going 100-miles-per-minute, and always with a smile on her face."

She continued, "She always makes us look good. She takes care of all of our readiness and deployment requirements, and provides training to all of our young Airmen. She's simply a great all-around NCO."

Col. William H. Mason, commander, 931st Air Refueling Group, said the recognition is well-deserved

"Tech. Sgt. Legacy is a consistent standout performer, and it is fitting that she is recognized for her contributions at the AFRC level. I am proud that she will be representing Air Force Reserve Command as she moves forward to compete at the Air Force level," said Mason.

Legacy will represent Air Force Reserve Command in the Air Force-wide competition for the 12 Outstanding Airmen of the Year Award.

According to Air Force Personnel, Service and Manpower Public Affairs, there are three categories for the award: Airman, non-commissioned officer, and senior non-commissioned officer. Each major command and the Air Force District of Washington nominates three candidates, one in each category, to the Air Force 12 Outstanding Airmen of the Year selection board, which selects the winners.
